Members of Minsk city election commission Halina Siamdzianava and Aliaksei Sihayeu refused to sign the commission’s final minutes, providing their dissenting opinions on the election results.

The observers call upon the election officials to declare the voting results fraudulent, citing numerous violations of the Electoral Code. According to Ms. Siamdzianava, at least 9 Articles of the EC were violated during the presidential election, including abuse of administrative resources in the formation of election commissions and during the early voting. The commissions were formed under the principle of administrative subordination, resulting in unprofessional work by the commission members.

Other violations include inability to appeal inaction by the Central Election Commission. “The consideration of complaints was extremely biased”, says Halina Simadzianava.

As for the key moment of the election – vote count – Aliaksei Sihayeu said “not every member of the counting board could take part in the process of counting”, e.g. at Minsk polling station # 60 Larysa Stoma claimed there were 46 ballots for Uladzimir Niakliayeu in one pile alone. However, the final figures claimed Niakliayeu gained only 29 votes.
