About 1 500 people were drawn to administrative responsibility in the wrong way. This is the official information of the General Prosecutor’s office for nine months of 2009.

First of all the prosecutor’s office is looking procedure violations in the write-up of administrative violation reports. As a result there were found cases of punishment of innocent people and those who committed insignificant violations.

For instance, Zhlobin court fined 2 450 000 rubles (about $900) a pensioner who sold a toy for foreign currency – 30 Russian rubles. Though the Officer of Prosecutor General doesn’t doubt the charges given to the woman, it raised the question about her release from administrative punishment because of the insignificance of her violation. It was also taken into account that he was a pensioner, was getting about 350 000 rubles pension (about $130) and had been never drawn to administrative responsibility before. As a result the Prosecutor’s office filed to the Supreme Court a protest against the verdict and the latter granted and reversed the verdict of Zhlobin court.
