Vitsebsk: unlawful placement to psychiatric hospital
On 11 December 15-year-old schoolboy Maxim Andreyeu was placed to the closed department of Vitsebsk oblast psychiatric hospital athwart his will and without parents’ agreement. On 12 December he was proposed sign in the anamnesis (allegedly that he is already 15 years old). As it was found later, he signed under ‘agreement to placement in the psychiatric hospital).
Member of the Belarusian Helsinki Committee Pavel Levinau has watched this situation from the very beginning. He helps the Andreyeus to defend the rights of their child.
The matter is that according to ruling of Kastrychnitski district executive committee of Vitsebsk, based on Presidential Decree #18, Maxim Andreyeu is to be directed to an orphanage. Bear in mind that Maxim’s elder brother is a member of the editorial board of an independent newspaper Vitebskiy Kuryer.
‘His mother, brother and human rights defenders visit Maxim everyday. The boy says he feels alright. He does not receive any psychiatric treatment. Representatives of the executive committee, the education department, the prosecutor’s office and the orphanage have not visited him,’ points Pavel Levinau. Being asked what his dearest wish was, he answered: ‘TO leave together with my mother’.
