Voting in Miory: one for all

At a number of polling stations in Miory district # 24, voters are not required to present their passports. Some are proposed to vote instead of their family members.
For example, in Farynava village Sviatlana Amosava was proposed to vote instead of her husband and her daughter. The commission was not stopped by the fact that the voters were not present at the polling station and that Amosava did not even have their passports. When Sviatlana reminded the commission that voters were not allowed to vote instead of someone else during the previous election, she was told that that was okay now.
It is unclear what laws members of Farynava precinct election commission referred to stating that it was possible for one person to vote instead of others.
