Extra-ordinary activity of the military was noticed in Homel on September 18th. Ten days before the election, the military and equipment began to move to the center of the city.
At 2.30 p.m. an armored troop carrier followed by a truck with servicemen and accompanied by police patrol headed along Barykin Street to the city center. The last time the special equipment appeared on Homel streets was on May 9th, the celebration of the Victory Day.
The likelihood of the opinion that Homel military forces are strengthening the city center because of the election is even higher if one remembers of the document issued by the department of internal affairs of Brest executive committee. In one of the clauses of the document Brest structural units are ordered to “take preventive measures for preventing possible provocations, neutralization of citizens who intend to break or disorganize the preparation and holding of the election or plan to carry out actions for destabilization of the situation in the election period including the informal youth groups”.
