District election commissions are ordered not to register observers

The head of organizational department of the Kastrychnitski region administration in Vitsebsk, Halina Ivankova ordered district election commissions not to take registration documents from the observers when their amount at the district reaches five. Sivakova T.P., the chair of electoral district #33 refused to take the application for registration of the observer and explained her decision by the order of Ivankova.
When Zheliapaw, the leader of Vitsebsk branch of the Leo Sapeha Foundation, made a phone call to Mrs. Ivankova, the latter refused to acknowledge that she was the author of the order but she said that district electoral commissions can place only 5 people and that she gave the respective recommendations. At the same time Zheliapaw heard that she was giving an order to another districl electoral commission to take documents from observers but place not more than five.
