07.10.2010 European Parliament again urges Belarus to abolish death penalty
The European Parliament once again called on Belarus to introduce moratorium on the death penalty. This demand is set force in one of the paragraphs of the European Parliament resolution dated to the World Day against the Death Penalty.
07.10.2010 Baranavichy Town Executive Committee refuses to provide information about places of work of members of election commissions
On 1 October the the Baranavichy human rights defenders Sarhei Housha and Karnei Piatrovich applied to the Deputy Chairperson of the Baranavichy Town Executive Committee Dz. Kastsiukevich with the request to provide them with information about the place of work of each member of the Baranavichy Town Election Commission, because state officials cannot constitute more than 1/3 of a territorial election commission, and the implementation of this legal norm couldn’t be verified without such information.
07.10.2010 Vitsebsk: administration of trading center ‘Contingent’ has pretensions to collectors of signatures
The administrator of the trading center Contingent tried to hinder the work of a picket of the electoral team of Uladzimir Niakliayeu. The conflict was resolved only after a telephone call to the Vitsebsk City Executive Committee.
07.10.2010 Salihorsk activists receive standard runarounds from Central Election Commission
Several residents of Salihorsk addressed the CEC chairperson with the demand not to register the electoral team of Aliaksandr Lukashenka (and later – to annul its registration). However, all answers include a standard formulation: ‘A decision to deny registration to an initiative group of citizens nominating a candidate for President of the Republic of Belarus is taken by the Central Election Commission on the grounds stipulated by the Electoral Code of the Republic of Belarus. In your address, you haven’t drawn any juridical grounds for non-registration of the initiative group for nomination of the acting Head of the State a candidate for President of the Republic of Belarus.’

On 6 October the human rights activist Barys Ashchepkau was released from the Minsk pre-trial prison.
07.10.2010 Information about tortures in Belarus became world-known
The use of tortures in Belarus was discussed at the OSCE Conference on Human Dimension that is held on 30 September -8 October in Warsaw. A representative of the Belarusian human rights organization Legal Initiative Siarhei Ustsinau took the floor and reported about the use of torture during the investigation of crimes, persecution of the people who reported about torture; violent dispersals of peaceful protest actions and the prison conditions.
07.10.2010 Barysau: ’technical reasons’ increased attendance of Ramanchuk’s picket
On 6 October the Barysau activists of the electoral team of the representative of the United Civil Party Yaraslau Ramanchuk held their first pickets to collect signatures in support of nomination of his candidacy for the presidential election. The UCP Chairperson Anatol Liabedzka and Mr. Ramanchuk came to these actions to talk with the electors.

On 6 October a picket organized by the ‘state NGO’ Belaya Rus was held in front of the regional therapeutic and diagnostic center in Mahilou.
07.10.2010 Hrodna Regional Court dismissed complaint of ‘Fair World’
On 6 October the Hrodna Regional Court considered the complaint of the local organization of the Belarusian Leftist Party Fair World against the non-inclusion of its representative Anatol Ivanchyk in the Hrodna Regional Territorial Election Commission.
07.10.2010 Mahiliou Regional Court turned down complaint of Mahiliou regional organization of BPF ‘Adradzhenne’
On 6 October the Mahiliou Regional Court considered the complaint against the non-inclusion of the representatives from the NGO BPF Adradzhenne Siarhei Famin to the Mahiliou Regional Election Commission. Judge Sviatlana Stelmahava left standing the decision of the joint sitting of the Mahiliou Regional Executive Committee and the Presidium of the Mahiliou Regional Council of Deputies. The court verdict is not appealable.
07.10.2010 Member of electoral teams of Uladzimir Niakliayeu and Mikalai Statkevich has been kept in mental hospital for 15 days already
The citizen of Navalukoml Piatro Baravik expressed the wish to collect signatures in support of two potential candidates for the presidential position, Mikalai Statkevich and Uladzimir Niakliayeu. However, he is unable to do it as he has been forcedly put in the Lepel mental hospital.
